This is the first time in Canadian History that a First Nation has gone by such a system. This encourages white Newfoundlanders to race shift via cosplaying as a Mi'kmaq person.  In the 70s and 80s, there were no pow wows in Newfoundland. Now there are pow wows all over the place-because the Federal Government tied getting Indian Status for these white Newfoundlanders-to "performing as a Mi'kmaq" ie. go to a pow wow, paint a Native picture, make some crafts-- no one was vetted for actual Indigenous ancestry.
This system was intended to remedy the Stephen Harper system of Self ID.
