This system was to remedy the Stephen Harper system of self-identification where applicants merely had to submit a family tree and an application and demonstrate they self identified as Indigenous. The Harper system requested they need only identify a First Nations ancestor from before 1949. But from my research, it appears that in many cases, no one checked if the identified First Nations ancestor was even First Nations for all these applicants. White Newfoundlande...
